Mayor, Municipality of San Rafael de Heredia, Costa Rica
Mr. Herrera Paniagua is a sociologist and has completed studies in Environmental Sciences at the National University of Costa Rica. He has a Diploma in Management for local sustainable development from ICLEI and the Latin America Faculty of Social Sciences (FLACSO) and he is studying a Master in Local Development.
During several years of experience in the public administration, he has worked near the Community Movement and Municipal issues. He has been Regional Director of DINADECO (a National Institution for Community Development) and Councilor Municipality of San Rafael de Heredia.
Mr. Herrera Paniagua has held the Chair of the Unión Cantonal de Asociaciones de Desarrollo Comunal del Cantón de San Rafael (an association for community development) and he has been a member of the Association of Municipalities of Heredia.
Today he is working in his third period as the Mayor of the Municipality of San Rafael de Heredia, regarding his interest for local development, the community movement and citizen participation.
